How to convert .VOB to avi or .mkv?

I need to combine a set of VOB files into one file and make it not 4.1GB, but 700MB (the DVD is very old, filmed 10 years ago in low resolution).
No other tricks are needed. What software is the easiest and fastest way to do this (free in priority)? Thanks in advance!
That is, I'm asking for recommendations of some free software that can shrink DVD files to a size of 700MB

The answer is elementary - the banal FreeStudio will help you. Only not the latest version (the authors made it paid), but the previous one - v.6.5 (it really was free). It has an option to convert DVD to regular video formats:

Since the conversion options are widely adjustable there, if the quality of the source is poor, you can choose not FullHD, but something not so cool (for example, 1024x768).
