How to convert video for web?

I watch people on sites beautiful videos flashing in the background in mp4 and webm formats. Video 7-15 seconds. Their videos in good quality weigh no more than 1mb. And I save it, so I get 8mb in good quality, and 1.5mb in bad quality ... both in mp4 and in webm.
Are there any features or converters for video...how do people get a good quality 1.5mb video?
