How to convert ntfs partition to ext4 in windows 10?

I'm trying to install Kali, but for this I need to convert the disk to ext4 format, the window with linux does not start, I can't use the gpartet program, how can I do this through windows 10?

Windows 10 does not know how to work with file systems such as ext4, let alone create them.

Windows does not know how to work with file systems other than FAT / NTFS. Everything that is available for the support of other FS is third-party developers, not the fact that they had access to the documentation and not the fact that they correctly prescribe the work of their drivers. It is dangerous to use such drivers in write mode. (And so there are plenty of them, even for FreeBSD-shnogo UFS2 is)
Take akronis, paragon or a standard partition manager and cut the partition. Linux can only be installed in free space.

there is a windows driver for ext* file systems

but it's better to take any partition manager (GParted or paragon hard manager) as a disk image and boot from it (upload it to a flash drive or use drivedroid) then you can fully edit the partition size , Windows will sleep and not interfere.
backup and accuracy will not hurt.
As I understand it, there is only one partition on your screw, in which Windows is installed :)
