How to convert mp3 names to UTF-8 in Ubuntu?

Hello, I downloaded several tracks on Windows from VK, using VKOPT. I switched to Ubuntu and they turned into this (see screenshot).
Console commands with these files work erroneously, how can I recode them into human names?

The problem was in the archiver. If you first zip 7zip on Win, and then unzip it on Linux, it turned out like this nonsense
