How to convert analog phone signal to digital and vice versa?

There is a rare analogue rotary telephone from 1940. Its connection to the traditional analog telephone network is not possible due to the distance from the city. But I would like to revive it again - receive calls and dial from it, but through mobile communications. That is, so that it works in conjunction with a mobile phone. The mobile phone or station should act as a gateway, as I understand it. As far as I remember, there were some analogues of such solutions in Panasonic office stations, but this does not suit me, since there is no station. Can you tell me where to look for the answer to this question and is it solvable?

@rostel

Install a GSM gateway that understands pulse dialing (I won’t tell you about a specific model)
