How to convert a static website to React?

There is a site with .html, .css(bootstrap), .js(jquery) files, all this needs to be transferred to React, is there a way out or do I need to rewrite everything? If possible, step by step instructions.

Of course, everything needs to be rewritten - jquery and react have fundamentally different working mechanisms and philosophies.
There are no instructions here.
