There is a task, it is necessary to write a mobile application (Android / iOS), which allows you to display images from a smartphone to a projector. The projector can be either with or without WiFi, just connected to a computer. Can you tell me which direction to go?

Both Android and iOS do not require (and iOS should ideally not provide for security reasons) a separate application for displaying images to external output devices. In the case of Android, this is possible via wire using a slimport or mhl to hdmi adapter (depending on the smartphone hardware), or wireless using miracast technology (there are certain hardware requirements for wifi and bluetooth). In the case of iOS, these are the appropriate cables for the apple connectors - 30-pin Digital AV Adapter and Lightning Digital AV Adapter, or wireless using AirPlay Mirroring technology.
