How to control the network?

Is there software (for example: a server + a bunch of agents on all machines) that will allow you to control all network connections, communications between all computers in the same working network?
There are computers on the network that connect to each other via a "ball", video surveillance clients, several video surveillance servers ... there is no Internet, but control is needed. All on Windows.
No antiviruses - does not allow iron and some rules of the enterprise.
It is possible to infect one of the PCs, which then starts knocking, DDOS-ing all the other machines - one of the reasons for the need for such control.

Managed switches, VLANs, we start everything on the central aggregating switch and through it we look who is knocking where.

DDOSing all other machines is one of the reasons for the need for such control.

Weak hardware is more likely to zadedosit itself than the entire network.
Or maybe one of the PCs has a network card dying and it clogs the broadcast channel. See on switches for collisions.
