In VDS from Amazon, are all the systems provided for choice free?

On a free server from amazon, can I choose any OS from the list, or only those with the inscription "Free tier eligible"? I need Windows 32 bit, but I'm afraid that they won't withdraw money for it.
Everything without an inscription - for a fee? It looks like this

If you are afraid, get a special card (you can use a virtual one, for example, Qiwi, done in a couple of minutes) and do not put more than 2 bucks on it.

The price of the license is already included in the cost of the instance, machines on Windows are not so easy to cost one and a half times more)
