How to control the cooler?

Hello, I have such a problem with Packard Bell TS11SB-680RU: The
fan (cooler) does not work correctly.
I tried to change the BIOS (I requested an unlocked version with the Advanced and Power tabs from the MyDigitalLife forum participants)
I disassembled the laptop itself, cleaned the cooler and radiator, changed the thermoplastic.
When loading the BIOS, the cooler moves slightly with a characteristic sound.
When the OS is loaded (I have Windows 7 and Windows 8 installed), it is in the OS selection menu that the fan spins by 30 percent, and after the OS is fully loaded, it stops spinning.
Tried to reinstall the system, also did not help.

Well, does it work under load? What is the temperature of the processor?
Check it out: Core Temp, SpeedFan, Real Temp, CPU Thermometer and their equivalents. I don’t know what else is alive or working, I haven’t dealt with Windows for a long time.

Could it be a broken cooler? disassemble the cooler itself, oil it, plug it in without assembling the laptop, turn it on, enter the BIOS, and see how the cooler will work for a long time.
