How to construct a composite numeric identifier?

It is necessary to assign to certain objects a composite numeric identifier, calculated from the date and previous objects: [two-digit year][two-digit number of the week in the year][three-digit serial number of the object in the current week][check number]. For example, 18030058 from the date 01/17/2018 and four available objects in this (third) week. Can this be done and how?
The check number is preferably easy to calculate in the mind, but has not yet been decided. For example, the digital root is the cyclic sum of all digits until a one-digit number (mod 9) is obtained. Other suggestions are welcome.

Can this be done?
Can. Count as you wish. The only thing that is not clear is what are you going to check? Does the computer add numbers correctly?
