How to connect to MS Access database via IP+port?

There is an MS Access database on a remote server, how can I connect to it via a static IP?
As far as Google explained to me, MS Access does not have its own server, and therefore it cannot be connected to other databases (for example, MS SQL).
And if, for example, this database is shared via http / https (using Xampp or a similar program)? Or are there other options for remote work with MS Access?

Access is not a server database. At all.
Look for connectors or switch to another database.
The second option is better and more promising.

You can connect the server to the local computer in one VPN, and share the folder with the MDB / ACCDB file (so that it appears in Explorer). So at the very least, remote access to the database will work.
But it's better to think about replacing the Access file base ("applications", mdb/accdb) with the MS SQL Server Express base and the "Microsoft Access Project" to access it. Then the project file (adp) will be just a shortcut to connect to the SQL database.
