How to centrally give domain users the right to change network settings in Win7?

I created a GPO that adds the Domain Users group (from the AD Users OU) to the local Network Configuration Operators group on every computer in the domain. I put it in "Computer Configuration", restarted the machine - the group was added to "Operators", and when you try to enter the properties of the network interface, the message "You do not have enough privileges" is displayed.
And another question: I do not see "Computer Configuration" in gpresult ("User's key" is, but this one is not).
But the policy was applied, because the "operators" group was empty before the reboot.

OK, from under the admin account, I saw the "Computer Conf" section and in it my group policy "Make network settings operator".
By the way, UAC is disabled.
I assigned users to the local "operators" group through Group Policy Preferences, as described here: windowsnotes.ru/windows-server-2008/dobavlyaem-dom...

Try to explicitly put the item "prohibition of access to the properties of local network connections" to "off"
As far as I understand, it does not let you into the connection properties.
