How to constantly generate different template designs for sites of the same subject?

It is necessary to create sites on the stream on the same subject for different customers.
Although the functionality of those sites will be similar in principle, they should be quite different in design. presumably those customers will compete with each other.
I thought at first to stock up on a few good templates on the subject and finish them a little, but given that you will need about 10 sites for different customers, you will notice a great similarity.
Yes, and these templates, if they really are of high quality, you will have to pay at once for a few, a sufficient number of dollars .. And there are quite a few free ones on this topic.
I know that you can always make up from scratch, but it will probably take a lot of time and plus, there is a chance that you will not be able to be creative all the time and productivity will decrease from this, relative to orders.
What do you advise in this situation?

I advise you to create a "tree" of differences between templates: at the top - the most complex and radically different functions (different layout, animation, themes, etc.), below - not very different, but specific, based on the top ones.
Then - to implement this "tree" in pieces of HTML / JS, so that any set can be assembled.
For such a constructor - I would advise includeHTML (I did it myself for the same purposes).

Similarity is normal, many services (studios, companies...) provide some basic functionality for some basic cost, including design.
And then people take extra money for customization, including for the uniqueness of the design, otherwise how can you beat off a large staff of large films, the client pays for each "sneeze", but since everyone is satisfied with everything, then the client receives an acceptable quality of services for him.
It’s clear that I don’t know your capacities and maybe you are the one-of-all-trades, it’s clear that it’s hard to combine in yourself at first both the designer and the layout designer and the developer, because by doing this you stretch the site delivery time, but you need to start with a basic template to speed up the process I advise you to take a not very fancy one, even based on some notorious bootstrap and damn jquery, so that you can easily manipulate the location of the blocks, as well as choose different colors, make 2-3 sites on it, and then, based on practice, gradually "complicate ".
