I set up a VPN on Mikrotik (ipsec/l2tp), the mobile phone connects fine, but Windows 7 doesn't. Writes error 789. If you set the ProhibitIpSec=1 parameter in the registry, then it works. But there is a "but":

The photo shows two sessions, the first - with Windows, the second - from a mobile phone. The difference is obvious, despite the fact that:

encryption (mandatory, disable. if no encryption).
Those. encryption in the first case should be, but I do not observe it. Not sure if this is a Mikrotik problem. But there may be some pitfalls. Can you suggest where to dig?

Don't forget to open firewall 1701 + 500\4500 + IPSec (both protocols)
And check IP-IPSec-Proposals to see if aea-128-cbc is enabled
