How to connect to hosting via SSH if the provider blocks port 22?

Hello. Such a problem, there is a host. I'm trying to upload Django, I need to connect via SSH to port 22, it doesn't work. In support they say that the questions to the provider. I assume that port 22 is closed by the provider.
Here's what I'm doing:
TELNET 'host ip' 22 - connection failed. Everything is fine on port 21.
I tried it with a PC connected. to the router directly.

Then I tried it from a laptop, but I already distributed the Internet through my phone (mobile). And everything connected well.
Question:
If the provider blocks the port (?), Is it possible to bypass it somehow?
PS: there is no selenium in the networks, please do not kick. Dom.ru provider

Ask the host to change the SSH port.

often hosting uses a non-standard port, maybe it is already set differently and therefore it is not possible to connect?
ISP is blocking port 22

Provider DomRu, the router is also from them (rotek rx-22200). Yesterday, half a night with a Beget technical specialist, we were solving the question of why it connects to port 21, but not to port 22, by typing (via VPN) it became clear that the problem was on the provider's side. Today we had a fascinating long conversation with the same specialist from DomRu. Everything was decided by replacing the router, MerckisAS12 was at hand
So change the router or connect directly without a router
