How to connect to Google Sites API?

Please tell me how to generate a token for the Google Sites API.
I found the documentation for the API itself, but the Google Sites service is not available in the Google API Console.
For 4 days now I can not find anything on this issue, help someone with what you can.

do you have websites? until 2016?

A rebuilt version of Sites was launched on November 22, 2016. The Sites API cannot access or modify Sites made with this version , but can still access classic Sites.
