How to connect to cable internet from another PC at a distance?

A friend has cable internet from "Beeline" (100 Mb/s). I have ADSL from "Rostelecom" (5mb/sec), there is a voluntary blocking (there is no Internet access, but there is a network).
Is it possible to connect to a friend's Internet, knowing the mac-address and other data.
The distance between our houses is 2km.

No way. You must be in the Beeline network physically. And some providers even bind to a port on the switch.
