How to connect to bitcoind correctly?

There is a coin dice script, a wallet is installed on a dedicated server, but the script itself on vps cannot connect to a dedicated server via vps.
Tell me how to solve. could this be due to the fact that initially the blocks were downloaded when the wallet was configured to the site locally?

Check the bitcoind settings for connecting to it from the outside.
