How to connect to a remote desktop (RDP) to a PC in a domain?

PC WIN10(1903) in the domain. IP is dynamic. Network settings via DHCP.
I configured it locally on a PC 5d7279f38459c888030151.png
. It turned out to connect via a smartphone via Wi-Fi (a network in a domain).
But through the mobile Internet, I can not connect to my computer remotely.
Do I need to allocate a static IP to my PC?
Tell me what settings to dig? Do you need a VPN?

is given to connect to your computer remotely.

"Remotely" - is it from the Internet?
Forward port 3389 on the router to the PC to which you want to give access. Make it a static IP.
