How is an ISP network organized?
Let's say we ran a fiber optic cable from one city to a neighboring town, and then how is the network built? What equipment and which manufacturers are most often used? I couldn't find any detailed information on google.
Why know? I'm just wondering why something always breaks at my provider and at the most crucial moment I am left without the Internet.

I'll give you advice, it's better to decide everything on friendly terms. Then you will find out from the company what really happened and your problem will be solved faster. The Slavic people are so used to it. Familiarity, good relations solve the problem faster than you will yell at them, and they pretend that they happen to you.
And the reasons can be completely different:
- perhaps a link from a big city does not come to your small one
- perhaps a young admin is also training right away on combat vehicles
- perhaps there is no agreement in the work of the team, and someone putting something - breaks another
- perhaps you have a problem area, but there are no problems in the head office. It must be solved collectively and depending on the problem.
