How to prevent users from accessing the network through Mikrotik?

There is a local area network which is lifted on Mikrotik. Users who are allowed to access the Internet are given a static ip via dhcp. Each user is assigned an ip on a poppy. The problem is that if one of the users who is not in the dhcp list will change the poppy address to one that has permission to access the network. How to close this cant?
