everything is right. on 172.16.20.10 we prescribe the route for the network 192.168.10.0/24 with the gateway 172.16.20.20 and vice versa - on 172.16.20.20 to the network 192.168.0.0/24 with the gateway 172.16.20.10

Yes, you have different subnets. without tunneling and routing on the tsiska can not be done in any way. you need to make a tunnel between two subnets so that there is transparent access
