Windows. How to redirect from one IP address to 127.0.0.1?

I have an application, it connects to the address 151.101.192.133.
I need this application to connect to my web server on localhost, without editing the program.
Everything happens on a single computer running Windows.
PS: hosts won't work.

From the obvious, assign this IP address to the network interface. with the mask 255.255.255.255
Or install a virtual network card with the microsoft loopback adapter driver and assign this address to it.
