Most likely, on the machine you are connecting to, a firewall is enabled, with the default settings blocking all connections from the outside.
In the firewall settings, you must disable it to work on the local network, select the type of network - private (by default it is public)
The firewall should not be disabled (in services), but simply disabled in the control panel.
Do other PCs on the network ping from the problem computer?
If you can't log in from a specific PC, try resetting its network settings.
