How to connect static files like css tables or js scripts to jsp page in netbeans environment?

There is a project on java ee + glassfish. When I try to include static files such as css tables or js scripts in a jsp page in netbeans environment, my application works correctly and displays everything correctly. But, taking the same application written in the intellij idea environment, it does not work as in the first case, that is, the attached css tables or scripts are not displayed on the web page.
Who met with such a problem and how can I solve it in idea?

PS Initially, the project was developed in the Intellij IDEA environment, but because of this bug, I had to temporarily switch to beans.
