How to connect phone and TV?

There is an application for Smart TV and phone. How can I link them so that it is possible to control the TV from my phone?

A special code is shown on the TV, press "add device" on the phone, type this code and after that you can control it from your phone.
How is it implemented technically? Are there any websockets used or maybe push notifications? Or some other friend?
