How to make a set-top box for a TV set from this * of all?

There is an old TV ( philips 42pf5320/10 ) and there is an old netbook ( acer acpire one d255 )
The TV has a DVI-IN, I can power the netbook with a VGA-> DVI cable.
Perhaps there are some options with Kodi.
What I would like to have in terms of functionality is an IPTV player with its own playlist. Throw the file on the machine, play it all on TV.

So this is not IPTV, but only signal output to a separate monitor =) Take VLC, create a playlist and go. Just keep in mind that VGA and DVI do not transmit sound.
Think about where you will take the input signal from and what it will be. Judging by the tags, DVB, but which one (-T, -C, -S), is there a tuner? Not all netbooks have a PCMCIA connector. Or will it be provider IPTV? So again, this is solved either by VLC (if a competent user will use it) or by custom assembly of some player for grandmother.

Something I have doubts that the TV will take an analog signal from DVI, otherwise there would be a VGA connector nearby. Most likely, it requires DVI-D, and the digital part in the passive VGA-DVI adapter is nowhere to be found.
