How to connect from UWP app to Bluetooth 4.0 BLE?

The crux of the matter is this. There is a Bluetooth 4.0 BLE module for Arduino. I need to open a COM port from a UWP application to send data to an arduino. I'm not sure that the question was asked correctly, because I'm not familiar with the mechanism for connecting to Bluetooth, if you tell me what to read, it will also be great. In general, I use Windows Remote Arduino, but the BLESerial class available there cannot even determine the name of the Bluetooth module.
