To bring something from the local network to the Internet, you just need to set up a router that organizes the distribution of the Internet and your local network at home.
If your provider provides a fixed "white" IP service - everything is very simple, connect this service, forward the port for your "smart" relay on the router and you're done.
If it doesn't, the setup will be more difficult, but still possible.
