How to connect an 8K TV to Windows 10?

Bought an 8k TV. Connected via HDMI to a PC, otherwise there is no way to connect. I go to the screen> resolution, and there is a maximum of 4k. On board we have a Palit gamerock 1080 video card, it supports 8k.
Driver updated yesterday.
If the source is PC, then there is a small ripple on the screen when the color is black. I sin on the HDMI cable, it's cheap, maybe it's worth replacing it? Or could it be out of compatibility between 8k TV and PC?

Your graphics card does not support 8k output over HDMI. Your graphics card's specs list HDMI 2.0b, which is a maximum of 4k. 8k support requires version 2.1. Theoretically, it can work when connected via DisplayPort, version 1.4 is just right.
Next is your TV. The situation is similar, without 2.1 there will be no 8k resolution via HDMI. The user manual says:

  • We plan to provide a free update to support HDMI 2.1 once it is released. For
more information, contact the Samsung Customer Support Center.
  • A free update for HDMI 8K 60A will be provided after its release. For
    more information, please contact support.
Contact and find out how and when they will provide this update. But this still does not solve the issue with your video card.
