How to connect a USB modem?

Good day. Such an interesting problem with a USB modem from a megaphone. After starting the computer, or when changing my account, I cannot immediately connect to the Internet. First, it writes "Connecting" for about a minute, and then, without any error codes, it writes "Connection error".
But this helps: Network and Sharing Center -> Change adapter settings -> Properties of the desired connection -> "Configure" button -> "Advanced" tab -> Change the value of "32 bit mode" from "No" to "Yes" . I'm trying to connect, it gives an error not after a minute, but right away. Then I change the value back to "No" and lo and behold, everything works fine.
So, such manipulations do not please me, and especially my cohabitants do not please.
Modem model: M21-4, OS: Windows 7 Ultimate x64.
