How to connect a second monitor?

There are 2 monitors:
#1 - vga -> Main monitor 1920x1080
#2 hdmi -> vga Second monitor 1280x1024
Where can I find information on how to make the Chinese adapter work?
Currently there is only 1 monitor in the list of monitors.
El capitan 10.11.2
ps Unfortunately, a specific video card with this particular monitor does not want to work via hdmi.

A counter question .. why is the main monitor 1920x1080 connected via VGA, and the second with a lower resolution via HDMI? Can I swap them around, and specify the main one programmatically from the video card driver or from the OS?
Well, they would indicate the model of the video card and monitors, it would be easier to find a solution on how to connect both. When I was selecting monitors, I read that HDMI adapters do not work correctly (or do not work at all) with varying degrees of success.
