How to connect 10 user machines on Windows to one local network, assigning all rights to one machine on Linux?

There are 10 devices running on Windows OS. They must be connected to the same local network. Each machine has access to the admin user running Linux (Mint). The last item is a running local storage server (RPi Model-A, with HDD/SSD attached).

Users have the right to:
1. Upload new files to the repository;
2. Reading available files on the server;
3. Upload for local modification of files;

The administrator has full access to the server and each of the 10 machines: read / write / delete existing files / directory on the machines / server.

Please advise for the implementation of this task a list of necessary literature, useful tutorial articles, or your real examples in building such a network. The bigger, the better.

Set windows server and DC role. Throw away or sell raspberries. Read the Active Directory administration guide. And so formulate what you want, maybe it can be done on Linux
