How to configure WINS and VPN roles correctly?

How to properly configure WINS and VPN roles on a Windows Server 2008 r2 server so that VPN clients can see each other in a networked environment?
Clients: Windows XP - Windows 10
Server: Windows Server 2008 r2 with white IP.
I searched the Internet and did not find VPN + WINS :(

First, the network environment is loosely coupled to WINS. In addition, WINS does not need to be configured, almost at all.
Secondly, the network environment is evil. All network resources must be nailed to the servers and accessible only from there, there should not be any traffic between clients, everything is only through the servers.
Thirdly, since you have a VPN, your VPN server will be the so-called. multihomed server, because a separate network interface is created for each connected VPN client. Windows browsing has never worked in this configuration - network environment lists are built within one L2 segment. In other words, the maximum that VPN clients will see in your network environment is themselves and the server, no one else.
