How to configure Windows Firewall to block local proxies?

Hello, I would like to understand how to configure the built-in Windows Firewall in Windows 10 Pro. There is a program that runs as a service and acts as a dns proxy while listening to the computer's own ip address 192.168.1.10 on port 53. At the same time, the firewall is configured to a mode where incoming and outgoing connections that do not correspond to more than one rule are prohibited. There is a cutting rule for outgoing connections for the browser to access ports 80,443,8080 outside. But there is no special separate permission rule for the browser to access via UDP to port 53, but at the same time, browser requests pass quietly because the Internet is working and, accordingly, any program can access the local DNS proxy. The DNS Client service is disabled, which means svchost is not used for name resolution. I saw information on the Internet that the firewall doesn’t block the address 127.0.0.1 in any way, I understand correctly that this also applies to the computer’s own ip address 192.168.1.10, maybe there are some settings, for example, in the registry, so that you can change this behavior any other ways to block or allow only certain programs access to 127.0.0.1, for example, some kind of software?
