How to make window resize dynamic in Windows? And then I installed win 8.1, and there the windows are resized like this: first a frame appears, I change the size, the window stands still, you can only see how the frame changes, and when you release the mouse button, the window takes the size of the frame.

In performance settings, look for "show window contents while dragging".
By default, this checkbox is on, so either the video card is so weak that the gadgets were automatically turned off, or some optimizers unchecked it.
