How to configure VPN tunnel switching between providers?

Good afternoon, there is a branch mikrotik (CRS125-24G-1S-2HnD-IN) with 3 providers: main, backup and the last L2tp tunnel dedicated to VPN. A mangle rule has been created for each provider: input, forward, output, prerouting.
I wanted to understand how to correctly redirect all VPN traffic through the last provider, and leave the main traffic on the first one. And in the future, I wanted to set up VPN switching to a backup channel when the last provider fails.
