How to configure VLAN on VMware ESXi 6.7?

Help with configuring VLAN on VMware ESXi 6.7. I'm just learning.
I raise several vlans using Add port group.
Further, in the configuration of each of the guest OS, I add a new network interface, choosing vlan.
Network interfaces appear in guest OSes.

I can't figure out where to configure IP addresses for vlans.
Thought VMKernel NIC, but read something wrong.

The VLAN address setting is done either on the router or on the SVI.
About setting up DHCP, it's not clear what your question is - how to set up the server itself, or forward requests to it?
