How to configure URL special character decoding?

Tell me why URLs with encoded special characters are not opened?

index.php%3Froute%3Dproduct%2Fproduct%26path%3D405_408%26product_id%3D6473

drop out in 404 in Opencart 1.5.3.1 (ocstore) ?
