How to configure l2tp+PSK SoftEtherVPN correctly?

I decided to set up SoftEtherVpn l2tp with PSK.
The settings seem to be elementary:

1. When setting up a PC l2tp + PSK:

2. When connecting "with a certificate" (in win10 it seems like there is no bare l2tp, just if there is no certificate there will be bare l2tp) everything is installed.
The firewall on the server is disabled. Who is busy in which direction to dig?

When updating the configuration, you must remember to click on refresh in the server management window, although this is not obvious.
