How to configure l2tp/ipsec on Dlink 260e when working with Windows?
I work in a hospital. There is a task to throw VPN between departments in different parts of the city.
There is a piece of iron DFL 260e. Configured L2TP Ipsec with pre shared key.
Computers on Windows, when choosing the 3DES algorithm, everything works fine. But, as far as I know, it is illegal for them to encrypt personal data in Russia. The tunnel will carry data from the in-hospital program with patient data. And Windows refuses to work with simple DES.
The key AllowL2TPWeakCrypto = 1 did not help. Gives error 788
Has anyone come across what to do?

Well, yes, of course - too strong a cipher for the FSB, and therefore illegal. And if they see any AES256, then that’s it - write it is gone ... </sarcasm>
How you encrypt data is your own business (especially since your cryptography refers to the tunnel), if the equipment is licensed (and if you don’t work with state-owned companies and banks - and that is not required). Read the regulations carefully.
