How to configure 3proxy for two authorization options?

Hello.
Please tell me how you can configure config for 3proxy on ubuntu so that you can use authorization both by IP address and by login and password.
I tried this build:

#HTTP Proxy
auth iponly strong
users ADMIN:CL:ADMIN123
allow * * НужныйIP/16
allow ADMIN
proxy -n -p9998 -a

However, it did not give the desired result ...
