How can I compress mp4 for a video background on a site, so that it weighs less? program or online services?
advise what is simpler

mp4 and webm are containers. You need specific codecs and their settings. Usually it is x264/AVC 8bit. The vast majority of phones, built-in and discrete GPUs can decode it in hardware.
