There is a good program Arles Image Explorer , in which you can immediately set the resolution of a new image, adjust the quality.

Photoshop has a " Save for web " function, where you can also set the quality and size

Do you need compression by file size or something else?
There are free applications for compressing files, incl. graphic formats.
