How to compress an image without losing quality?

Hello
There are 2 colored icons, let's say a white symbol on a blue background.
Both colors are solid, no gradients.
I compress this icon through online services or the built-in method in gimp and the blue background is covered with ripples and a gradient.
What's the matter? Are there any colors that don't?
How can you do better?
Is there another option to translate into SVG, and SVG into code, will it weigh less?

So use the lossless PNG format.
JPG loses structure, GIF loses colors.
If you are not satisfied with the size, translate into SVG

Lossless compress jpeg - jpegoptim , png - optipng .
