How to completely rename a folder?

Hello. Not so long ago I decided to change the system language to English in order to get used to the language. In the parameters, wherever I found the language options, I changed the value to English. Only folders like Documents, Downloads, etc. have changed only in the explorer (began to be displayed as Documents and Downloads), the terminal still sees them as Documents and Downloads. How to completely rename them?

In general, the terminal should see only the name of the folder, renaming via desktop.ini is purely a feature of the explorer.
Do you have an official Windows, not an assembly of Vasyan from a torrent?

Right click on the folder - rename.
I hope you understand that after that they will stop working, because the system will refer to them by their old names.
