You can completely delete the file only by placing the HDD in the microwave. Or by irradiating it with a very powerful EMP pulse. It all depends on who will restore. You can significantly reduce the chance of recovery by writing another file to this place, or better, by deleting and writing it several times, but this is necessary so that the recording goes exactly to this place, which is not at all guaranteed in the case of current smart disks.
