What can I use to create an image of Windows 7 with a choice of programs to install?

Hello!
Tell me with what you can use to build an image of Windows 7 (x86-64) in which, after installing the Operating System, the flooded programs are NOT automatically installed along with the OS, but offer a list in the form of a "checkbox" in which you need to select software for installation.

Take any installer, for example InnoSetup, assemble the package of programs, shove it all into the installation image, and start after installation.
