As far as I know, if an application is already targeted at Windows 8 (which will be displayed in the solution explorer), then it is compiled for Windows 8. An application for Windows 8.1 cannot be compiled under Windows 8, nor can you create a new one in Visual Studio 2013.
Therefore, to create project under Windows 8, apparently, you need to have the 2012 version of the studio.
